If you are considering PV, you need to install now. DECC has lost it's appeal, you will receive the old 43.3p for installations installed before 3rd March and 21p thereafter.
From April the 21p per Kwh may well will be cut to 9p per Kwh unless your house can achieve a **C rating when energy assessed. This linking to the Green Deal will dramatically cut the uptake of PV.
**An energy performance certificate (EPC) is awarded after a surveyor carries out an energy survey on your house. To meet a 'C' rating you will need to have: insulated your loft and cavity wall, swapped your boiler for an energy efficient one, fitted double glazed windows and draught excluded your house. If you have solid walls then you will have an even higher hurdle to jump.
***Governments new drive to improve the energy efficiency of the existing housing stock. The guiding principle being that the cost of the improvement can not exceed the benefit. The cost of the work is to be paid by the householder and a charge set against the property. It is proposed to place the cost of the work on the consumers meter where it will be paid off over time. Obviously the term of the repayment is important and my guess is it will be 25-30years otherwise it will be very difficult to make the sums balance.

High Court rules government cuts "legally flawed" - appeal is "unlikely to succeed", meaning 43.3p could be reinstated for installs between 12th December and 31st March
Only a few weeks left to secure your installation
After a fierce attack on David Cameron last week, the government have now moved to end uncertainty surrounding the Feed-in-Tariff in the light of planned cuts. The Department for Energy and Climate Change (DECC) provided an update on the REAL website committing that the Feed-in-Tariff (FiT) will not be lower than 21p for installs up to until 31st March 2012.
Due to falling panel prices, we can now offer systems at a price low enough to give a 10% return at this 21p tariff rate - but this rate is only guaranteed until 31st March 2012. Furthermore, recent industry analysis shows that the FiT scheme is over budget by as much as 67% for next year already, meaning these high returns won't be around for long.
This means that though the 21p FiT rate is secure if you install now, it will almost certainly be cut again for new installs from 1st April. Now is the time to secure your install by 31st March!
What about the High Court case and the government's appeal?
On 21st December the government's plans to slash solar subsidies were ruled "legally flawed" by a high court judge. The government quickly moved to appeal the decision, and the first appeal is due to be heard this Friday (13th January). If the appeal fails, which it is expected to do, this could lead to a reinstatement of the higher 43.3p for installs up to 31st March. This is explained more by http://www.realassurance.org.uk
However, it is widely expected that a reinstatement of the 43.3p rate would cause another "gold rush" of installations, something the government is desperate to avoid. This makes it very likely that government will use every delaying tactic legally available to them to prevent this decision being released until after the 1st April. At that point they could concede, and reinstate the 43.3p tariff for installs from 12th December to 31st March, but prevent another gold-rush as the opportunity to install will have already passed.
So if I install now what Feed-in-Tariff will I actually get?
You will get at least 21p/kWh - which still gives a fantastic return on your investment of 10%! And it's still tax-free, linked to inflation, and guaranteed for 25 years.
BUT - you may find that, having already installed a solar system, you would be in with the incredible bonus of the old (43.3p/kWh) rate!
Why don't I just wait and see what the government do?
The government's desire to avoid another gold-rush means they are very unlikely to confirm the 43.3p tariff until after it's too late to get it. This means that "wait and see" won't work.
Solar at 21p/kWh is a great deal - and it isn't going to get any better than it is now. And you may end up with a 25-year bonus
